DLA Business Systems Modernization
(BSM) Program Support
The Defense Logistics Agency (DLA) was founded
as a nonaligned entity to provide effective and
economical materiel management support to all
military services, other Department of Defense
(DoD) components and Government agencies. The
mission of Information Operations (IO) is DLA's
knowledge broker, providing comprehensive, best
practice technological support to the DoD/DLA
logistics business community resulting in highest
quality information systems, efficient and economical
computing, data management, electronic commerce,
and telecommunication services.
To accomplish this mission, IO established a
Program Executive Office (PEO) to establish standard
programmatic controls that facilitate management
of the complex processes and changes necessary
to sustain and continuously update DLA's technical
architecture and systems
To accomplish its complex business support functions,
the DLA PEO initiated an Enterprise Resource Planning
(ERP) program to modernize the two major supply
systems in use by DLA. Among the largest and oldest
is the Standard Automated Materiel Management
System (SAMMS). SAMMS is an extensive system providing
support worldwide and interfaces with many other
financial and logistics systems. The other system
is the Defense Integrated Subsistence Management
System (DISMS). The present challenge is to maintain
uninterrupted acquisition and supply support while
transitioning DLA to more modern and more easily
maintainable architectures. Concurrently with
systems modernization is the ongoing identification
and re-engineering of DLA business processes.
This combined systems and business process modernization
has been designated as the Business Systems Modernization
(BSM) program. The BSM program is a major defense
acquisition program (ACAT I). The technical core
of the ERP program is MySAP.com from SAP America,
Advanced Schedule and Planner from Manugistics
and PD2 contract writing module from American
Management Systems.
Ultra Tech provides comprehensive on-site technical
and program management contractor support as part
of a combined Government and contractor program
management team. Ultra Tech provides the central
coordination role for integrating the efforts
of the complete program team that includes both
Government and several contractors. Ultra Tech's
technical and management support order includes,
but is not limited to: systems migration, resource
allocation, integration of Business Process Improvement
(BPI) impacts, requirements and functional Configuration
Management (CM), quality management, risk management,
test management, program/project management and
related operations, documents and plans support;
engineering and testing, participating in DLA
in-process reviews; participating in project level
working meetings; establishing operational procedures
for daily operations affecting resource allocation
processes; IRM support, data collection and documentation
of resource allocation; preparing command level
analyses, reports, and briefings and participating
in formal program presentations within DLA and
to external organizations; acquisition, installation
and integration of equipment and supplies in support
of the program office; and other support necessary
to smoothly transition the present logistics functions
into future logistics systems and business processes.
