BIA Network Operations Center
(NOC)
The Office of Indian Education Programs (OIEP)
is part of the Bureau of Indian Affairs (BIA),
Department of the Interior (DOI). Currently, there
are 557 Federally-recognized Tribes that are eligible
for educational programs and/or services from
OIEP. OIEP provides school operation funds for
105 Tribally operated schools and 82 Federally
operated schools. In January 2002, OIEP published
the Educational Native American Network (ENAN2)
Technology Plan that provided the vision for Information
Technology in support of their mission to educate
Indian children.
Ultra Tech has established a Network Operations
Center (NOC) at our corporate facilities and provides
technical services in support of the BIA OIEP
EDNET Wide Area Network (WAN). Network and technical
support includes assistance in planning, organizing
and executing a Network Operations Center (NOC)
supporting the BIA EDNET WAN infrastructure, preparing
and delivering written and/or oral presentations
documenting the progress of the NOC, and assisting
BIA and/or FEDSIM with acquisition activities,
as directed.
Specifically, Ultra Tech:
- Plans and coordinates technical resources
to support the NOC.
- Provides office space to support for the NOC
in Northern Virginia.
- Acquires hardware and software required for
the NOC as directed.
- Installs and configures network components
to include Windows 2000 Server(s), routers,
etc. in accordance with Government specifications.
- Installs other software applications as designated
and/or provided by BIA OIEP
- Installs and configures workstations for monitoring
and control of the network.
These highly technical, complex IT services complement
those services provided by BIA OIEP in-house staff,
other government support agencies, and commercial
entities. These efforts are cooperative in nature,
with each organization performing its unique role.
Ultra Tech also provides program/project management
support to include the following:
- Progress Monitoring - Ultra Tech acts as the
single point of contact for milestone/progress
management information including maintaining
the status of an open issues list. Ultra Tech
uses appropriate automated tools such as project
management software and spreadsheets. Types
of products include Work Breakdown Structures
and PERT/Gantt Chart-type methodologies. Ultra
Tech reports status in Monthly Progress Reports.
- Acquisition Management - Ultra Tech provides
identification of potential sources, development
of specifications/SOWs, supports competition
where appropriate, provides technical evaluation
advice, source selection support, and process
management, as needed.
- Financial Management - Ultra Tech provides
financial management of its subcontractors,
including invoicing, billing, and payment. Ultra
Tech provides Small Purchase Support, if required,
to purchase miscellaneous equipment and supplies
not otherwise provided by the Government to
support BIA OIEP initiatives.
After the establishment of the OIEP NOC, Ultra
Tech continues to provide support services that
include:
- Wan Monitoring - Ultra Tech monitors BIA OIEP
routers, servers, and other hardware and software
devices. Monitoring is accomplished using GFE
or CFE software, e.g., CiscoWorks, Whats Up
Gold. Ultra Tech has setup appropriate visual,
audio, email, and pager alarms. Ultra Tech staffs
the NOC sufficient to accommodate BIA OIEP WAN
operation regardless of location during normal
business hours. Ultra Tech established and maintains
a log or database of all alarms, outages, and
notifications.
- Helpdesk - Ultra Tech provides helpdesk services
to resolve problems associated with the BIA
OIEP EDNET WAN. Ultra Tech manages and tracks
work orders, including work assignments and
resolution using Blue Ocean's Track-It Help
Desk software suite. Ultra Tech coordinates
with designated BIA OIEP support agencies to
resolve problems and performs onsite support
for problems as directed by BIA OIEP.
- Router Support - Ultra Tech provides router
acquisition, installation, configuration, monitoring,
troubleshooting, and replacement as directed
by BIA OIEP.
- Remote Network Management - Ultra Tech uses
remote control technology to troubleshoot and/or
maintain network hardware and software configurations
of servers and other devices related to the
WAN infrastructure.
- WAN Statistics Reporting - Ultra Tech posts
monthly WAN performance metrics/statistics to
the BIA OIEP website.
